Sam Waxman is Deputy Director of State Policy Research on the State Fiscal Policy team. In this role, she leads a team of analysts and conducts research on a range of tax policies designed to make state tax codes more equitable and fairer, including refundable credits and wealth taxes.

Prior to joining the Center, she served as a policy fellow in a congressional office. She holds a master’s degree in Social Policy from the University of Pennsylvania’s School of Social Policy & Practice and a bachelor’s degree in English and Classics from Bowdoin College.
