The United Kingdom has a world-class research system and, in comparison with similar industrialised countries, appears to be 'punching above its weight' in terms of research excellence. However, it could be at a comparative disadvantage in other areas of the research system, particularly in terms of investment. This study investigates the relationship between spending and research performance through an econometric analysis that aims to understand the consequences of lower levels of investment in research. It also investigates potential nonlinearities in the relationship between spending and performance through a series of case studies.
Quantum technology is still at an early stage of maturity, but it could eventually have major impacts on both economic prosperity and national security. Many U.S. allied and partner nations have strong technical capacity in quantum research and development, and effective collaboration will be critical for keeping the United States and its allies and partners competitive with other nations that are also investing significant resources into this area. This Perspective gives a broad and mostly nontechnical overview of the current quantum technology landscape and the strategic importance of (and challenges of) research collaboration with allied and partner nations. It includes a discussion of five key policy areas in this space—talent flows, standard-setting, supply chains, export controls, and technology approach diversification—and concludes with a proposal for a desired strategic end state that may serve as a helpful unifying framework for policy decisions on this topic. The primary audience for this Perspective is policymakers throughout the U.S. government who are working on quantum technology issues, but the material may also be of interest to officials in allied and partner nations, scientific researchers, or industry workers with stakes in U.S. policy decisions in this area.
Climate change-related shocks and stresses are prompting the movement of hundreds of thousands- The purpose of this study is to understand the experiences of climate change migrants, people displaced from these crises from the initial impacts of the hazard to their recent arrivals in a new location- To do so we draw on focus group discussions with Puerto Ricans in South and Central Florida displaced by 2017 Hurricane Maria- We document the factors leading up to the hurricane that shaped their preparedness, their relocation decisions, and their post-relocation experiences in the initial seven months following the hurricane- We find that for these Puerto Ricans, underlying neglect, discrimination, and other social processes transformed Maria from a hazard to a disaster with devastating economic, social, and physical and mental health effects, while also creating challenges in early recovery- However, migrants were also able to draw on their faith, community and educational institutions, and new neighbours as sources of strength and coping- We argue that since these factors are socially produced, a vulnerability perspective is critical to understanding the experiences of climate migrants- We draw on this perspective to conclude with research and policy implications-
5th National Global Change Conference Contributing to open dialogues on prominent planetary changes, the Alliance for Collaboration on Climate and Earth System Science (ACCESS), a Council for Scientific and Industrial Research (CSIR)-hosted platform, attracted attention at the 5th National Global Change Conference. During the four-day event, held from 30 January to 2 February 2023, ACCESS shared in formation and debated on current local research and development initiatives that highlight some of the most pressing climate change challenges, while discussing the overall possible measures that can be taken to tackle the worsening impact of climate change.
